Victim Lay In Pool Of Her Own Blood After Dog Mauling

Retail rescue has brainwashed Americans into believing that victims mauled by dogs are somehow at fault.  It's called projection.  Their dirty secret is that they are reselling known vicious dogs to innocent owners for the tax-free profit.  There's no money to be had in putting a vicious dog down when you can resell it instead.  These dogs are ticking time bombs just waiting for the next victim.  

A story hit the news in Virginia this week when a local rescue posted a fundraising plea for 19 dogs that a Maryland rescue calling itself R&T Loving Paws had abandoned at the Danville Pet Resort in Virginia and skipped out on somewhere around $80,000 to $100,000 in unpaid boarding bills.  That's the best part of this story.  Further investigation reveals some deeply disturbing facts as you'll see.  

First R&T Loving Paws, Inc. is some sort of company run by Cindy Coulter that ships in dogs in to the mid-Atlantic area for resale as 'rescues' and dumps them on gullible kennel owners who think they are supporting a 'rescue.'  Hint:  Always check IRS 990's first.  There is no such IRS registered group as R&T Loving Paws in either Virginia or Maryland. 

The story broke when a Virginia group claimed that R&T Loving Paws/Cindy Coulter skipped out on paying her $80,000 kennel bill she owes to Countryside Kennels & Luxury Suites kennel in Ownings, Maryland and that she then dumped 38 dogs at the Danville Pet Resort in Virginia.  19 of them have been left there since December 15, 2020 without a dime in payment.  The Danville Pet Resort is out almost $50,000 in unpaid boarding bills.  When contacted Cindy claimed she didn't sign any paperwork agreeing to pay them.  Instead she blamed it all on her trainer "Jonathan."  She further claims that Jonathan dumped the 38 dogs there without her permission.  Really?  So why didn't you go get them? 

Kevin Montgomery, the owner of Countryside Kennels came forward to state that she's skipped out on $150,000 in boarding bills owed to 4 kennels.

But its not just not paying her bills.  The dogs she's shipping across state lines for resale are sick with various communicable disease and parasites and a number of them are vicious. 

A former volunteer for R&T Loving Paws came forward to testify that she witnessed the dog attacks and transports of dog shipments over state lines.  That she witnessed vicious dogs being transported between Virginia and Maryland kennels after they mauled someone to hide their bite histories.   Here's a hint for you, Virginia has a Dangerous Dog Registry.  Owners of vicious dogs in Virginia are required to register the whereabouts of the dog so community members can see that known vicious dog lives among them. 

There are so many dog mauling stories that its hard to keep track of them.  Let's discuss two of R&T's dogs. 

Dexter & Dozer:  Known Maulers advertised for sale to the public as 'good with children.'  

 

To some up the various comments made, a dog named Dexter viciously attacked a kennel worker at the Olde Towne Pet Resort kennel in Springfield, Virginia.   The employee needed several surgeries to recover from the attack.  Dexter was then illegally transported over state lines to Maryland and left at the Countryside Kennel in Ownings, Maryland to hide him.  There he attacked two more kennel workers.  Staff were not told of his previous bite history.  Another dog named Dozer attacked a maintenance man in a totally unprovoked attack in Maryland.  The man wasn't even near the dog when the dog went for him.  Dozer broke out of his kennel to attack the man.  Dozer also has a history of attacking someone at a previous kennel.   Another volunteer came forward to state she worked there when Cindy Coulter got her finger torn off by one of her vicious dogs.   Dexter and Dozer need to be found and humanely euthanized.  Neither dog is suitable for resale to the public, let alone to a family with children. 

It's not just Dexter and Dozer.  She was trying to sell a dog named Katie in 2020 that bit a man and had 'been returned several times.'  There are other reviews from a woman sold a dog that bit her husband and son.  Then there's Lyla.  Lyla has a long bite history, with multiple bites on record including biting a child. 

Back to those unpaid bills. 

Numerous people have come forward with information about this situation.  One, Elizabeth Wilmot worked at Countyside Kennels in Maryland where Cindy Coulter boarded some of her dozens of rescue dogs.   Elizabeth also posted that Cindy Coulter had been provided with copies of all the bills due by email, mail and hand delivered.  

 

The owner of Countryside Kennels commented that they aren't all vicious, some are just sick with untreated health issues (including parvo) and Cindy Coulter makes the new owners deal with it.  She just collects the $350-$450 per dog sales price.  



In a great turn of events, Cindy is all over the internet vomiting up her defense for skipping out on paying her bills.  In one post she whines about the 'rules' for non-profit loans for COVID being an issue.   Since when does a Retail Rescue qualify for a COVID Relief Loan?   

In another post she whines that she got into trouble because "borders were closed."  What borders is that?  The borders you were importing dogs over for resale in Virginia?  The transport runs you had where people brought dogs and cats from TEXAS and GEORGIA into Virginia and Maryland so you could resell them for profit? 

Others came forward stating that Cindy continued to run new transport runs from Texas and Georgia to bring new dogs into Maryland to sell while at the same time Cindy whines in response that COVID was causing people to dump their dogs during lock downs in 2020 and she was just overwhelmed by everyone dumping their dogs.  This lady said it all.  

Funny how every rescue in America was empty and struggling to get in enough product to sell off during the COVID lockdowns because people were adopting like crazy.   Adopting from every rescue in America except Cindy's if you believe her.  Maybe, just maybe and I'm spitballing here, but maybe American's don't want to have their children ripped to shreds by Cindy's vicious dogs? 

Another question... who exactly is this mysterious Jonathan she employed as a trainer and 'manager' that she now claims to have fired.  If you look up her history, she appears to have a 20 year old son named Jonathan.  Was she employing her own children in her "production" as she calls R&T Loving Paws?  If so, at 20 years of age, he's not remotely experienced enough to be a professional dog trainer.  What exactly is this mysterious Jonathan's education and training? 

As for her financials, they are pretty dodgy.  Cindy claims she's been in business for 6 years and the mysterious Jonathan is her employee.  The IRS says no such non-profit exists in Maryland or Virginia.  Where are her IRS 990's?  Cindy can't pay $150,000+ in kennel bills but she claims to have paid for a parvo infected dog to have double hip surgery.  She claims she's paid $70,000 in 2020 alone for veterinary bills.  


Remember the common red flags for dirty rescues.  This situation has several.  Importing hundreds of dogs over state lines.  Dodgy finances.   Stories that can't be verified.  Dozens of bad reviews/stories.  

YOU can act to stop these frauds.  Here's how:
 
Report Cindy Coulter and R&T Loving Paws, Indian Head, Maryland to Virginia state officials. If indeed she is a legal charity that does any business or collects any donations in Virginia, then as such, she is required to register with The Office of Charitable and Regulatory Programs (OCRP).  This is required of all charities, not only charities based in Virginia.  Drive a shipment of dogs through Virginia for resale, you'd better be registered! 

Everyone that witnessed or was a victim to one of her dog attacks in Virginia and Maryland, report her to that counties animal control. In Virginia, insist that report be made to the Virginia Department of Agriculture and Consumer Services as required by Virginia law. In Maryland, Coulter can be held criminally liable for every dog bite from a dog that has been known to bite before. I'd also suggest seeing a lawyer and exploring your civil options.

Every single dog that Cindy Coulter shipped across any state line from Georgia, Texas, Virginia or Maryland required a Health Certificate be issued prior to shipping proving the dog was healthy.  It is illegal to ship sick dogs across state lines.  Report her to the USDA.  Commenters report that she was shipping 45+ dogs a transport run and selling sick dogs to the public.  This is a violation of USDA regulations.  Insist that they investigate her.  They have a handy online complaint form.

Only you can stop these fraudulent and dangerous Retail Rescues but you must act.
